Basildon is ten!

It is ten years this July since the Basildon office of Jonathan Lee Recruitment first opened its doors. The office was launched in 2001 with a team of four, primarily to cover the local market for automotive engineers.

Now, ten years on, the office has a team of 13 and at least 400 contractors on its books, working not only in automotive but aerospace, motorsport and environmental technology. Survey shows Jonathan Lee ticks candidates' boxes

A survey of jobseekers by Jonathan Lee Recruitment has provided a valuable insight into what candidates look for in Recruitment Consultants, as well as their views on job hunting in general.

When asked how they rate Jonathan Lee Recruitment, almost three quarters (72%) of respondents said they are better than other agencies they work with, with candidates commenting on the Company’s professional service as well as the good technical knowledge, problem resolution and availability of advisors.

However, many of the candidates reported issues with the recruitment industry in general, with many respondents complaining that recruiters often seem to lose interest in candidates too quickly, putting more effort into placing those who have registered more recently. Others mentioned that some recruiters don’t fully understand the positions they are recruiting for and are therefore unable to judge which candidates are best qualified for each position. There were also worries regarding job seeking in general, with respondents encountering a lack of opportunities to match their skills and location, as well as disappointing salaries.

Time to start preparing for the new Agency Workers Regulations (AWR)

In the last edition of our newsletter, New Recruit, we spoke about how important understanding the impending Agency Workers Regulations was for employers, recruiters and contractors. Here, Frances Lewis from law firm Osborne Clarke sets out what we all need to do to prepare for the new act when it comes into force at the end of the year.

The Agency Workers Regulations ("AWR") are due to come into force on 1 October 2011. The new legislation gives agency workers the right to the same basic working and employment conditions as a comparable permanent worker/employee after 12 weeks in an assignment with the same end user (the "hirer"), certain day one rights and the right to bring a claim if they do not receive these rights.

Record PMI figures in January

Following an impressive end to 2010, manufacturers picked up the growth baton with gusto at the start of 2011, with orders and output now at a record high in the Purchasing Managers’ Index series.

However, inflationary pressures are rising and the performance is yet to turn into any major upturn in employment in the sector, causing Jonathan Lee, chairman of Jonathan Lee Recruitment, to bemoan a “largely jobless recovery”.

Where anything above 50 indicates growth, the headline PMI rating for UK manufacturing in January, taking into account new orders, output, delivery times, employment and inventory, was 62. This was up from a revised figure of 58.7 in December.

A series record high for output followed strong demand from both domestic and overseas markets, which was inspired by new product launches, successful promotional activity and client restocking. Export orders were particularly strong, with high interest UK goods coming in from the US, Scandinavia and Australia.

While the survey found some increases in employment as companies look to work through backlogs, Jonathan Lee says, in reality, these are minimal.

“Unfortunately the improved manufacturing PMI figures have not translated into a large upswing in recruitment in the manufacturing sector,” he said. “Currently, most manufacturers are able to respond to increased demand without recruiting, in large part due to spare capacity built up during the recession.

“As margins have been squeezed, many manufacturers have looked to recruit specialist operations managers who are tasked solely with reducing costs and lead times. The focus is on recruiting people who allow manufacturers to improve their service, as in the short-term, this is the only way they can increase the price they charge.”

He said that a lot of manufacturers are currently in the middle of new product development programmes now that the winter of the downturn has all but thawed and this should mean that firm will be looking to recruit advanced engineers as their projects reach the production stage.

However, they will face competition for the best candidates, especially among the younger generation, he warned.

Input and output prices were up for a majority of manufacturers in January as demand heightened and supplied lead times suffered as well.

David Noble, CEO of CIPS, said: “Manufacturers will be watching intently to see how the Government and Bank of England move to tackle the issue of rising inflation, and hoping for stimulation to encourage continued growth in a sector which is currently leading the way towards UK recovery. A very different picture from last year."

The survey was conducted by researchers Markit, on behalf of CIPS.

Having quite a 'diverse' background, my search for further employment has been long & arduous. With agency after agency claiming they are different, claiming they do X, Y & Z - and the reality is they do nothing apart from take up my time.

Contractor satisfaction remains high despite downturn

Jonathan Lee Recruitment carried out its second survey of contractors earlier this year to measure their views on the service and communication provided to them by the company. Here we look at the results and find out whether the changes made in response to the last survey in 2008 have had an impact.

The results of the 2010 survey are promising, showing that the high scores from last time - for overall satisfaction on level and regularity of communications, as well as the customer service they receive - have held up well with over 90% of respondents feeling both these areas meet or exceed expectations.

97% feel that the recruitment function is proficient or extremely proficient and a further 65% feel it is knowledgeable. Meanwhile, contractors are happy with the jobs they have been placed into with 88% feeling their position meets or exceeds their expectations and 97% state that if they wished to look for another role they would use Jonathan Lee Recruitment.

Some areas identified within the last survey needed attention. Changes were made to address these areas; improvements were made to the communications coming from us; and a dedicated contractor relations team was put in place, focussed solely on making sure that any enquiries and problems raised by contractors are dealt with satisfactorily and speedily.

These changes seem to be making an impact. 97% of respondents rate our communications as effective or very effective (up from 93% last time) and the percentage of respondents who feel they don’t receive effective assistance when choosing the best payment option fell from 15 to 9 per cent - indeed, 91% feel that their expectations are met or exceeded in this area.

Marc Sanchez, Regional Manager, Southern Operations, commented: “We are committed to exceeding expectations wherever we can by continuously improving our offering. That’s why it’s key that we talk to all our customers to regularly find out what they think of the service they receive.

“We made some changes based on the results of the last survey and we’re delighted to see the results of these coming through. We’ve also been able to maintain our high satisfaction ratings despite the stresses and strains that the economic downturn bought to the industry, which is pleasing.

“Our focus now will be on maintaining the high scores and continuing to engender loyalty among our contractor population by delivering fantastic levels of service and exceeding their expectations wherever we can.”

Update on the Agency Workers Regulations

As you may be aware, the Agency Workers Regulations (AWR) are due to come into effect in October 2011, following many years of consultation and debate. It is a significant piece of legislation, which will impact all those involved in temporary recruitment and as such, we are committed to ensuring its clients and contractors are kept up to date and thoroughly prepared ahead of October next year.

The final guidance on the regulations is due at the end of the year, at which point Jonathan Lee will be in a position to provide further advice on how clients and contractors need to prepare. Jonathan Lee Recruitment will also provide regular updates throughout 2011 and 2012.

Increasing activity in automotive recruitment

We are recovering from the worst recession we have seen since the 1920s and this has had a considerable effect on the world automotive market. Some countries such as China and Brazil, and more recently India, recovered relatively quickly whereas others such as Russia have been slower to recover. The UK market was hit quite hard initially but the scrappage scheme promoted a recovery. Since the cessation of the scheme in March 2010 sales have declined in two consecutive months (July and August) but remain higher than in 2009 for the year.

The recession resulted in significantly reduced production and temporary plant stoppages by most of the Original Equipment Manufacturers (OEMs). The supply chain was unable to benefit from efficiencies of periodic stoppage and had to run inefficiently at levels significantly below capacity. This has been very painful for most companies leading to shop floor redundancies, although companies did try harder than in previous recessions to avoid a cull and retain as many people as possible using creative ways to reduce employment costs; such as shorter hours, sabbaticals, temporary wage/salary cuts and pension freezes. Whilst production was hit badly, R&D continued to operate with minimal reductions in staff albeit with a freeze on further recruitment.

The effect of all this was a massive reduction in the market for permanent staff. Whilst some industries such as defence and public sector were hardly affected, automotive recruitment levels dropped like a stone. The recovery was stalled by the general election and uncertainty about the policy direction of the incoming Conservative/Liberal coalition. There was also a reluctance to replace departing staff and nearly all recruitment needs were met by contractors.
